According to the Ministry of Civil Aviation, the liberalized policy by the Flying Training Organization (FTO) of the Airports Authority of India (AAI) will enable the setting up of eight new flying training institutes.
The mission of establishing flying institutes is to promote the “Global Flying Training Hub” initiative. This will encourage Indian cadets to study at Indian institutes rather than leaving for foreign schools.
The institutes will be set up across five airports across India mainly— Belagavi and Kalaburagi in Karnataka, Jalgaon in Maharashtra, Khajuraho in Madhya Pradesh and Lilabari in Assam. According to the Civil Aviation Ministry, these five airports have been carefully chosen since they have minimal disruption due to weather issues and civil, military air traffic.
This initiative will help the Indian flying training sector in becoming more self-sustaining under the Atmannirbhar Bharat initiative. The initiative will also serve cadets from neighboring countries.

To make FTOs (flying training organisations) attractive for bidders, AAI reduced the minimum annual rental significantly to ₹15 lacs. Furthermore, the concept of airport royalty was scrapped to make these ventures business-friendly” Civil Aviation Ministry Official Statement.
